This role serves as the on-site EH&S authority, responsible for translating corporate safety policies into actionable site-level processes across all phases of the facility lifecycle, including active construction, commissioning, and steady-state operations. The position operates in complex environments where live operations and ongoing construction coexist, requiring strong field presence, disciplined coordination, and a safety-first mindset.

Key Responsibilities

EH&S Program Execution & Leadership

• Establish accountability and ownership for EH&S compliance across all site activities
• Promote and reinforce a strong safety-first culture aligned with corporate standards

Construction & Operational Safety Oversight
• Oversee EH&S performance across environments with simultaneous construction and live operations
• Enforce safety protocols for shared access, logistics coordination, and overlapping work zones
• Partner with construction, commissioning, and operations teams on joint safety planning
• Review Job Hazard Analyses (JHAs), Method Statements, and Permit-to-Work processes
• Monitor high-risk activities including electrical work, energized systems, confined spaces, hot work, and heavy equipment operations

Regulatory Compliance & Risk Management
• Ensure compliance with OSHA, NFPA (including NFPA 70E), EPA, DOT, and applicable local regulations
• Support permitting, inspections, audits, and regulatory reporting requirements
• Conduct routine site inspections, audits, and safety observations
• Identify hazards, assess risks, and implement corrective and preventive actions
• Lead incident investigations, root cause analysis, and corrective action closure

Training, Reporting & Continuous Improvement
• Deliver EH&S training programs, toolbox talks, and safety awareness initiatives
• Maintain training records, certifications, and site access compliance
• Promote near-miss reporting and proactive hazard identification
• Track and report EH&S performance metrics including incidents, audits, and training completion
• Drive continuous improvement through lessons learned, audits, and trend analysis

Emergency Response & Incident Management
• Support development and execution of Emergency Response Plans (ERPs)
• Coordinate with Operations, Facilities, and Security teams on emergency preparedness
• Participate in drills, exercises, and after-action reviews
• Serve as the primary contact for workplace injuries and safety incidents
• Conduct injury triage and coordinate appropriate medical response and follow-up
• Manage incident documentation, workers’ compensation coordination, and return-to-work processes

Qualifications

• Bachelor’s degree in Environmental Health & Safety or related field, or equivalent experience
• 3–6+ years of hands-on EH&S experience in high-risk operational or construction environments
• Experience supporting EH&S in co-located construction and live operations environments preferred
• Strong knowledge of OSHA, NFPA (including 70E), EPA regulations, and EH&S best practices
• Professional certifications preferred (CSP, ASP, CHMM, or equivalent)
• Strong communication, organizational, and interpersonal skills
• Ability to operate in fast-paced, mission-critical environments with high standards of safety and execution
• Practical, detail-oriented, and collaborative leadership approach

Success Metrics

• Zero serious incidents or regulatory violations at assigned site(s)
• Consistent EH&S compliance across construction and operational activities
• Improvement in leading indicators (near-miss reporting, audit closure rates, training engagement)
• Strong cross-functional relationships with construction, operations, and facilities teams
• Recognition as a trusted on-site EH&S leader
