The Electrical Foreman for the Airport plans, organizes, assigns and directs the work of subordinate electrician leads and electricians performing a variety of electrical maintenance projects for both the airfield and the airport facilities. This position trains subordinate staff in technical work principles, policies and procedures, maintains work records, completes accident/incident reports, demonstrates proper work methods, and participates in work duties.
Essential Functions and Responsibilities:
● Assists Electrical Supervisor with planning, delegating, organizing and directing the work of subordinate positions.
● Evaluates performance of subordinate employees and assists Electrical Supervisor in preparing annual service ratings, conducting training, and leadership protocols.
● Supervises a group electricians & nine (9) lead electricians performing a variety of electrical maintenance projects, which may include the following tasks:
○ Pulling wire
○ Digging ditches and trenches
○ Reading blue prints and schematics
○ Installing conduits
○ Slicing and terminating cables
○ Proper use of a variety of safety equipment, such as hard hats, protective gloves, safety belts and harnesses, respirators (both dust and vapor), protective glasses, etc.
● Assists Electrical Supervisor in the maintenance of the following electrical equipment:
○ One 34.5KV Substation 34.5KV to 480 volt for Vaults 2 & 3 & West ARRF
○ One 34.5 KV to 4160 volt Substation Sub-47 For Boeing Acquisition Bldgs. 42, 44, 48, 5, 2
○ One 4160 Volt Substation (Lambert Substation T-1, A, B, T-1 garage)
○ One 4160 Volt Substation (International Substation T-2, C, D, E, Concourses, T-2 garage, roads & Grounds
○ All Substations above have dual parallel feeders from Ameren UE with Buss-tie capability
○ Power distribution cables
○ Switchgear, motor control centers, motors from miniature to 4 KV
○ Building lighting, interior & exterior, receptacles, switches, and photo controls
○ Traffic Signals and Roadway lighting
○ Fire Alarm Systems and Fire Suppression Systems
○ Cooling Tower fans motor controls, frequency drives
○ Emergency Generators and Transfer Switch controls
○ Electrical pump systems
○ Lindbergh Tunnel Power distribution and its SCADA system
● Uses and interprets results of using a variety of test equipment, such as multimeters, voltmeters, ohmmeters, ammeters, meggers cable locators, etc.
● Uses various power tools electrically, hydraulically and pneumatically operated, such as saws, drills, chippers, cutters, benders, etc.
● Plans and conducts preventative maintenance on airport visual aids in accordance with FAA AC 150-5340-26 and general periodic maintenance on a variety of electrical equipment and facilities.
● Communicates via radio with FAA Air Traffic Control Tower for airfield access and with Lambert St. Louis International Airport Operations and electrical personnel and other City Airport departments; operates two-way radio and telephone.
● Assists in snow removal from around runway and taxiway lights and signs.
● Operates lift trucks and vehicles.
● Orders materials required to complete projects.
● Monitors work of contractors to ensure work is being done to specifications & standards.
Knowledge, Skills, and Abilities:
● Possess a functional knowledge low voltage control power from 24-120 volts AC and of data and communications systems involving ca5e, cat 6, fiber optic cable, single and multi mode.
● Demonstrated knowledge of, and experience with dual powered redundant feeder systems with tie-breakers setup for automatic transfer schemes with generator supply as alternate feeder.
● Must have knowledge of series circuitry for runway and taxiway lighting and signage, 480 volt constant current regulators, and underground manhole and vault systems for wiring to both airfields and to Vaults #2 & #3.
● Must understand computer controlled airfield equipment, programs, and operations and PLC based I/O control systems, power supplies and other associated equipment used for airfield control on the East and West airfields.
● Must have working knowledge to dual 34.5 KV power feeders to East Airfield, West Airfield, and the West ARRF.
● Must be familiar with routine periodic maintenance requirements for all power distribution equipment at all voltages from 34.5 KV down to 208/120 volt AC, as well as general maintenance of control power DC systems, maintenance of Basler relays for coordination of automatic power systems.
● Must be familiar with safe operations of redundant power backup systems for the transfer of power grid to bypass normal power feeders for emergency and maintenance of existing normal power systems.
● Must have working knowledge of street lighting installation, maintenance, repair and traffic signals and controllers and associated cameras, computer controls, and networking, wiring, devices and equipment.
● Be knowledgeable of operation, maintenance and installation of electrical equipment ranging in voltage from 120/208 volt systems to 34.5 KV as well as in low voltage systems from various DC 1.5-120 VDC.
● Working knowledge of safety requirements and procedures in accordance with OSHA standards, code requirements of the National Electrical Code, and NFPA 70E Standard for Electrical Safety in the Workplace.
● Possess moderate efficiency in reading blueprint, schematic, and one-line drawings for a variety of systems.
● Must be able to walk to job site, lift up to 50 pounds, and perform work above the head and below the knees.
● Must be able to climb and work from ladders and scaffolds.
● Must be able to work in confined spaces, such as manholes and switch cubicles and work in basket truck and boom truck.
● Human Interaction: Requires the ability to explain, demonstrate and clarify to others within well-established policies, procedures and standards. Ability to follow specific instructions and respond to simple requests from others.
● Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as log book, boiler charts, blueprints, equipment diagrams and non-routine correspondence.
● Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; requires the ability to perform mathematical operations involving basic algebra and geometry.
● Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
● Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Other Requirements:
● Must be available to work varying shifts including nights, weekends, holidays, and overtime if needed.
● A ten year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport.
